Personal Income Tax Return in Bangladesh: Situations That Need Care

For individuals whose return is not routine: first-time filers, NRBs, retirees, landlords, spouses and late filers.

Quick answer

A personal income tax return in Bangladesh is the annual return an individual files under the Income Tax Act 2023, reporting income, tax paid, assets, liabilities and living expenses. It is generally due by Tax Day, 30 November, unless extended. Individuals with taxable income must file, and many others file to obtain Proof of Submission of Return (PSR) for bank, license and other services.

For most salaried people the personal income tax return is a yearly routine. But a large share of the questions we receive come from people whose situation does not fit the standard pattern: someone filing for the first time in their forties, a Non-Resident Bangladeshi with a flat in Dhaka, a retired officer living on savings certificates, or a couple who own property jointly.

This page looks at the personal income tax return through those situations. It explains who has to file, which choices affect the return, and how to handle late or missed years. General individual tax rules are on our individual tax and personal income tax pages; the mechanics of filing are on tax return submission.

Who must file a personal income tax return?

  • Individuals whose total income exceeds the tax-free threshold set by the current Finance Act
  • People who were assessed or had taxable income in any of the previous years, as set out in the Act
  • Individuals who need PSR to obtain or retain services such as certain bank loans and deposits, credit cards, trade licenses, company directorships, tenders, vehicle registration or utility connections in specified areas
  • Owners of motor vehicles or certain property, and members of specified clubs, where the law requires it
  • Anyone holding an e-TIN who falls within the filing conditions in the Act

First-time filers and people who missed years

A first personal income tax return sets your opening wealth for every future year, so it must be complete. Declare all assets you hold at the year-end, including inherited land, gold, cash, bank balances and savings certificates, with their source. Under-declaring now creates an unexplained jump later.

If you were required to file in past years and did not, it is generally better to regularise than to wait for a notice. Late returns can be filed, though interest and penalty provisions may apply. We review what was required for each missed year and plan the order of filing.

Non-Resident Bangladeshis and returning residents

Residency under the Income Tax Act 2023 depends mainly on days spent in Bangladesh during the income year. A resident is taxed on worldwide income; a non-resident is taxed on Bangladesh-source income such as rent, interest and capital gains on local property. NRBs commonly file to report rental income, claim credit for tax deducted on bank interest and keep PSR available for property and banking transactions. Remittances received through banking channels should be documented to explain wealth growth. Where double taxation applies, a treaty with the country of residence may help.

Retirees, landlords and spouses

Retired individuals often live on savings certificate interest, pension and rent. Pension and some retirement receipts have specific treatment in the Act, and tax deducted at source on savings certificate interest may be treated as final or creditable depending on the rules in force. Landlords should report gross rent and claim the allowances the Act permits, with tenant TDS credited where applicable.

Spouses each file their own return if they meet filing conditions. Jointly purchased property should be split according to each person's contribution, and transfers between spouses should be documented as gifts so both wealth statements reconcile.

After filing: PSR, notices and corrections

The acknowledgement and PSR are your proof of filing. Keep them safe, because banks and authorities verify them. If you receive a notice from your Taxes Circle, respond within the stated time with documents. If you discover an error, a revised return may be filed within the period allowed. Disputes over assessment can be taken to appeal; see our audit, appeal and tribunal page.

Frequently asked questions

What is the deadline for a personal income tax return in Bangladesh?

Tax Day for individuals is generally 30 November following the end of the income year, unless the government extends it. After Tax Day you can still file with permission or as a late return, but you may lose certain benefits such as investment rebate and face additional charges under the Act.

Do I need to file a return if I only need PSR?

Yes. PSR is issued only when you file a return. Many people with income below the tax-free threshold file solely to obtain PSR for a bank loan, credit card, trade license or other service. The return still needs accurate income, assets and liabilities.

Does a Non-Resident Bangladeshi need to file a tax return?

An NRB with Bangladesh-source taxable income, such as rent from a flat or interest on deposits, should generally file, and filing may also be needed for PSR-linked transactions. Whether you are resident or non-resident depends on your days in Bangladesh during the income year, which changes how your income is taxed.

Can husband and wife file a joint return in Bangladesh?

No. Bangladesh does not have joint filing. Each spouse who meets the filing conditions files a separate return under their own e-TIN. Gifts between spouses and jointly owned assets need to be shown consistently in both returns, with each spouse's share supported by evidence of who paid.

I have never filed but have an e-TIN. What should I do?

Check whether you were required to file in past years based on your income and the Act's conditions. If you were, regularise those years, starting with an accurate opening wealth position. If not, start filing from the year you are required to, or now if you need PSR.
