Strategic sourcing is a planned, data-driven approach to buying in which a company analyses its spend by category, understands the supply market, sets a strategy for each category and then selects and negotiates with suppliers on total cost of ownership rather than unit price. In Bangladesh it typically covers imported inputs, packaging, logistics, IT and facility services.
Strategic sourcing is about deciding how to buy before deciding whom to buy from. Most Bangladeshi companies negotiate each purchase separately, collect three quotations and pick the cheapest. That satisfies an audit checklist but leaves money on the table, because nobody looks at how much is spent per category across the year, how many suppliers are used, or what the item really costs once VAT, freight, wastage and payment terms are included.
This guide is for owners, CFOs and supply heads who want a structured category strategy that survives beyond one negotiation round. It focuses on the planning layer. For day-to-day purchasing controls see our page on sourcing and procurement, and for import supply networks and lead times see supply chain sourcing.

What strategic sourcing involves
A strategic sourcing project usually runs through five building blocks, each producing a document management can approve.
- Spend analysis: a cleaned list of the last 12 to 24 months of purchases grouped into categories, suppliers and business units
- Category profiling: specifications, demand forecasts, who uses it and how often it is bought
- Market analysis: number of capable suppliers in Bangladesh and abroad, price drivers such as exchange rate, commodity prices and duty
- Category strategy: consolidate, diversify, localise, move to rate contracts, or redesign the specification
- Sourcing execution and contract: RFP, evaluation, negotiation and a contract with KPIs
Segmenting categories: where to focus
Not every category deserves the same effort. A simple portfolio matrix plots each category by spend impact and supply risk. High-spend, low-risk items such as corrugated cartons or courier services are leverage categories where competitive tendering and volume consolidation pay off. High-risk items, for example a single-source imported chemical or specialised machinery spares, need supplier relationships, safety stock and alternative qualification more than hard bargaining.
In Bangladesh, supply risk is often driven by import dependence, LC margin and opening constraints, port congestion and exchange-rate movement, so a category that looks low risk on paper may not be once the import chain is mapped.

Total cost of ownership in a Bangladesh context
Unit price is rarely the full story. A strategic sourcing decision should compare suppliers on the full landed and lifetime cost.
- Customs duty, supplementary duty, VAT, advance income tax and other import levies, which differ by HS code and are set by the current Finance Act
- Whether input VAT is creditable, which depends on the supplier issuing a proper Mushak 6.3 invoice
- Freight, C&F agent charges, port storage and inland transport
- Payment terms and the cost of advances or LC margin
- Quality failures, rejection rates, warranty and after-sales support
- Switching costs such as retooling, retraining or requalification
Common mistakes in strategic sourcing
Projects stall when they are treated as a one-off cost-cutting exercise rather than a management routine.
- Starting negotiations before cleaning the spend data, so category totals are wrong
- Consolidating to a single supplier for a critical input without a qualified backup
- Ignoring tax treatment, which can turn an apparently cheaper unregistered supplier into a more expensive one
- Signing rate contracts without price adjustment clauses for exchange rate or duty changes
- Not involving the end users who write specifications, so savings leak back through change requests
Measuring results
Savings should be measured against an agreed baseline, normally the previous year's price for the same specification adjusted for known market movements. We also track spend under contract, number of active suppliers per category, on-time delivery and quality incidents, so that savings are not bought at the expense of reliability.
How the process works
- Collect and clean spend dataExtract purchase and payables data, normalise supplier names and map lines to a category tree.
- Prioritise categoriesRank categories by spend, risk and savings potential and agree a first wave of three to five.
- Analyse market and requirementsProfile demand and specifications and research local and import supply options.
- Set the category strategyChoose the approach for each category and get management sign-off on targets and risks.
- Run the sourcing eventIssue an RFP, evaluate on total cost and quality, negotiate and award.
- Contract and trackPut rate contracts in place with KPIs and review supplier performance quarterly.
Typical timeline: A first wave of categories typically takes two to four months from spend analysis to signed contracts, depending on data quality, the number of categories and supplier response times.

Frequently asked questions
What is the difference between strategic sourcing and procurement?
Strategic sourcing decides the approach for a category and selects the suppliers; procurement executes day-to-day purchasing through requisitions, purchase orders, receipts and payments. Sourcing is periodic and analytical, procurement is continuous and transactional. Both matter, but savings are mostly created at the sourcing stage and protected at the procurement stage.
Is strategic sourcing only for large companies?
No. Any business spending meaningfully on a few repeat categories can benefit. A mid-sized garment accessories maker, a hospital or an NGO with recurring vehicle, printing and IT spend can apply the same method on a smaller scale. The first step, a clean view of spend by category, is often an eye-opener on its own.
How do exchange rate changes affect sourcing contracts?
For imported or import-dependent items, taka depreciation can quickly make a fixed-price contract unworkable for the supplier, leading to delays or quality cuts. Well-drafted contracts state the base exchange rate and a transparent adjustment formula, or price in foreign currency where the law and Bangladesh Bank rules allow, so both sides know how changes are handled.
Should we prefer local suppliers over importing directly?
It depends on total cost and risk. Importing directly may lower unit price but adds LC costs, duty administration, lead time and working capital. A local supplier or indenting agent may cost more per unit but deliver faster and issue a VAT invoice that gives you input credit. The decision should be made category by category with numbers.
How much can strategic sourcing save?
Results vary widely by category, starting point and market conditions, so we do not promise a figure. Savings tend to be larger where spend is fragmented across many suppliers, specifications have never been challenged or contracts have rolled over without competition. We agree a baseline and measurement method with you before the work starts.
