Procurement BPO services in Bangladesh are a managed arrangement in which an outside provider runs agreed parts of your purchasing cycle, such as requisition handling, RFQs, supplier onboarding, purchase orders, VAT and TDS checks and spend reporting, under a written scope and service levels. You keep budget authority and final approvals; the provider supplies the people, process and records.
This page explains how our procurement BPO services are actually structured: what we take over, what stays with you, which engagement model fits your size, and what you receive each month. It is written for finance heads, country managers and founders who have already decided that some purchasing work should move out of the office and now need a practical scope they can sign.
If you are still weighing whether to outsource procurement at all, read our separate guide on procurement BPO as a concept first. Here we assume the decision is made and focus on the working arrangement in Bangladesh, where every purchase also carries VAT deduction at source, withholding tax and documentation duties that a provider must handle correctly or your company carries the risk.

What our procurement BPO services cover
Scope is built from modules so you only pay for what you hand over. Most clients start with two or three modules and add more once the reporting has earned trust.
- Requisition intake: receiving purchase requests, checking budget codes and routing them to your approvers
- Sourcing events: preparing RFQs, collecting at least the number of quotations your policy requires and preparing comparative statements
- Supplier onboarding: collecting trade license, e-TIN, BIN, bank details and, where relevant, IRC or BSTI certificates
- Purchase orders and contract tracking: issuing POs on your template, tracking delivery and expiry of rate contracts
- Tax checks on payables: confirming Mushak 6.3 invoices, computing VDS and TDS and preparing Mushak 6.6 certificates
- Spend reporting: monthly dashboards by category, supplier and cost centre, with savings and exceptions logged
Engagement models we offer
The right model depends on purchase volume, how often you buy, and how much control your auditors expect you to keep in-house.
- Transactional support: we process requisitions to PO and supplier records; your team runs negotiations
- Managed category: we own selected categories end to end, for example office supplies, IT peripherals, printing or facility services
- Project procurement: a time-bound team for a fit-out, plant setup or new branch, closed out with a handover file
- Embedded specialist: a dedicated person working your hours on your systems, managed and backed up by us
- Hybrid: transactional processing for all categories plus managed sourcing for two or three high-spend ones

Controls, approvals and segregation of duties
Good procurement outsourcing should tighten control, not loosen it. We do not hold your bank mandates or approve payments. Every PO above your delegated limit goes back to your named approver, and we keep the quotation file, comparative statement and approval trail together so a statutory auditor or the VAT office can follow each transaction.
Because Bangladesh treats many buyers as VAT deduction at source entities and requires tax to be withheld on supplies under the Income Tax Act 2023, we flag the applicable treatment at PO stage instead of at payment, which is where most errors start. Rates follow the current Finance Act and SROs, and we update our checklists when they change.
Service levels and reporting you can expect
We agree turnaround targets per request type during onboarding, for example acknowledgment of a requisition, issue of an RFQ and issue of a PO after approval. Targets are realistic for Dhaka supplier response times and are reviewed after the first quarter.
Each month you receive a spend report, an open PO and pending delivery list, a supplier compliance status sheet showing missing or expired documents, and a tax summary of VDS and TDS deducted so your accounts team can reconcile it with the Mushak 9.1 return and withholding returns.
Who these services suit
Our procurement BPO services work best for organisations that buy regularly but do not justify a full purchase department: foreign subsidiaries and liaison offices with lean local teams, NGOs that must document every quotation for donors, growing SMEs, and project offices with a defined life. Large manufacturers usually keep strategic buying in-house and outsource only processing or specific categories.
How the process works
- Scoping callWe review your purchase policy, approval matrix, last year's spend and current pain points, then propose modules and a model.
- Process mappingWe document the to-be workflow, approval limits, templates and tax checks, and agree service levels in writing.
- Supplier data clean-upExisting suppliers are reviewed for valid trade license, e-TIN, BIN and bank details before we start issuing POs.
- Pilot monthWe run live requisitions in one or two categories and adjust the workflow based on what your approvers see.
- Full go-liveRemaining modules are switched on and the monthly reporting pack begins.
- Quarterly reviewWe review SLAs, savings, exceptions and audit findings with you and reset priorities.
Typical timeline: Setup typically takes two to six weeks depending on the number of categories, the state of your supplier records and how quickly approval rules are confirmed.

Frequently asked questions
Do you make purchasing decisions on our behalf?
Only within the authority you delegate in writing. In most engagements we run the process, recommend a supplier and prepare the file, while your named approver signs off. For low-value repeat items some clients allow us to issue POs against approved rate contracts. Payment approval and bank access always stay with you.
How are procurement BPO services priced?
Pricing is usually a fixed monthly fee for an agreed volume of requisitions and categories, or a project fee for time-bound procurement. We avoid percentage-of-spend pricing for transactional work because it rewards higher spend. The quote depends on volume, number of approvers, categories and reporting depth, so we price after a scoping call.
Can you work in our ERP or procurement software?
Yes. We can work inside your ERP, accounting software or e-procurement tool with user rights you control, or on a shared workspace if you have no system. Working in your system is usually better because the audit trail stays with your company and nothing has to be re-entered later.
Will outsourcing procurement affect our VAT and tax compliance?
It should improve it, provided the provider checks tax treatment at PO stage. We confirm the supplier holds a valid BIN, that the invoice is a proper Mushak 6.3 where required, and that VDS and TDS are calculated under the current rules. Filing the Mushak 9.1 and withholding returns remains your company's legal responsibility, which we support.
Is there a minimum contract period?
We normally suggest an initial term of several months so the pilot and clean-up costs are recovered and service levels can settle. Project procurement runs for the project's life. Notice periods and handover obligations are written into the agreement so you can exit with all files and supplier data intact.
What happens to our data and supplier files if we end the service?
All records belong to you. On exit we hand over the supplier master, open PO list, contract register and the full transaction files in an agreed format, and revoke our system access. This handover is part of the contract, not an extra.
