Workforce scheduling in Bangladesh is the design of shift rosters, working hours and overtime that keep operations covered while complying with the Bangladesh Labour Act 2006: normally eight hours a day and 48 hours a week, mandatory rest intervals, a weekly holiday, limits on spread-over and overtime paid at twice the ordinary rate, with consent rules for women working night shifts.
Workforce scheduling is where Labour Act compliance is won or lost in practice. A factory running two shifts, a call centre serving overseas clients, a retail chain open late or a security company covering 24 hours can all drift into excessive overtime, missed weekly holidays and unpaid extra hours without anyone intending it.
This page is for operations managers, HR teams and business owners who already have staff and need rosters that work. We focus on hours of work, rest intervals, weekly holidays, overtime and the records that prove compliance. Headcount planning and costing are covered separately on our workforce page.

Working hour rules every roster must respect
Chapter IX of the Bangladesh Labour Act 2006 sets the framework for hours and leave. The key points for scheduling are summarised below; sector-specific rules, exemptions and later amendments should always be checked before a roster is finalised.
- Ordinary hours of eight per day and 48 per week for adult workers
- Overtime permitted within the Act's daily and weekly caps, and averaged limits over the year
- A rest or meal interval during each shift of the length the Act prescribes
- A weekly holiday: one day in factories, one and a half days in shops and commercial establishments
- Compensatory holidays where a weekly holiday is lost
- Limits on the spread-over of a working day, including intervals
Overtime: cost and documentation
Overtime must be paid at twice the ordinary rate of basic wage plus dearness allowance and any ad-hoc or interim pay. Because the multiplier is high, poorly planned schedules quickly inflate payroll. Overtime pay is part of salary income, so it must be included when the employer calculates monthly tax deduction at source under the Income Tax Act 2023.
Keep an overtime register and attendance records that match the roster and payroll. When DIFE inspectors visit, or a worker files a claim before the Labour Court, these records are the employer's main evidence.
A practical rule is to set an internal overtime ceiling below the legal cap and require approval above it. This protects workers from fatigue, keeps overtime cost predictable and leaves room for genuine emergencies without breaching the Act.

Night shifts, women workers and adolescents
The Act restricts women from working between 10 pm and 6 am without their consent, so night rosters must record that consent. Adolescent workers face tighter limits on daily and weekly hours and cannot work at night; children below the minimum age may not be employed at all. Rostering software should block these combinations automatically.
Transport, safety and supervision for night shifts are not only good practice; they reduce the risk of incidents that lead to inspections and claims.
Scheduling models we commonly design
- Two-shift and three-shift rotations for factories and warehouses
- Staggered weekly holidays for retail, pharmacies and service counters
- Offshore-aligned shifts for call centres and IT support serving foreign time zones
- Split coverage for security, facility and cleaning teams
- Peak-season rosters for export orders, with overtime caps built in
- Hybrid office schedules with defined core hours
Common workforce scheduling mistakes
- Rotating weekly holidays so that some workers go more than ten days without one
- Treating overtime as voluntary and therefore unpaid
- No written notice of work periods displayed at the workplace
- Night shifts for women without documented consent
- Roster, attendance and payroll records that do not reconcile
How the process works
- Map demandWe study your operating hours, peak periods and minimum staffing per shift or counter.
- Audit current rostersExisting schedules, attendance and overtime records are checked against Labour Act limits.
- Design the rosterWe build shift patterns, weekly holiday rotation and overtime caps that meet demand and the law.
- Cost the optionsEach scheduling model is costed, including overtime, so you can compare coverage against payroll impact.
- Set up recordsWe provide notice of work periods, overtime register formats and attendance-to-payroll reconciliation.
- Review monthlyOptional monthly review flags overtime creep, missed holidays and roster gaps before they become problems.
Typical timeline: An initial roster review and redesign usually takes one to three weeks, depending on the number of sites, shifts and the quality of existing attendance data.

Frequently asked questions
What are the legal working hours in Bangladesh?
Under the Bangladesh Labour Act 2006, an adult worker ordinarily works up to eight hours a day and 48 hours a week. Overtime is allowed within limits set by the Act and must be paid at double the ordinary rate. Rest intervals and a weekly holiday are also mandatory.
How is overtime calculated in Bangladesh?
Overtime is paid at twice the ordinary rate of basic wage plus dearness allowance and ad-hoc or interim pay, if any. The hourly base is derived from the monthly wage. House rent and other allowances are usually not part of the overtime base unless your service rules or contract say otherwise.
How many weekly holidays must a worker get?
Workers in shops and commercial establishments are entitled to one and a half days of weekly holiday, and factory workers to one day, with no wage deduction for it. If a worker is deprived of a weekly holiday because of operational needs, the Act requires compensatory holidays to be given within the prescribed period.
Can women work night shifts in Bangladesh?
Yes, but the Labour Act says a woman shall not be allowed to work between 10 pm and 6 am without her consent. Employers should obtain and keep written consent for each worker on night rosters, and provide safe transport, adequate supervision and secure facilities so night work does not create safety or harassment risks.
Do office employees fall under these scheduling rules?
Many office staff are workers under the Labour Act, while employees in managerial, administrative or supervisory roles may be outside the definition of worker. The classification depends on actual duties, so we review role descriptions before applying hours and overtime rules.
Does scheduling affect payroll tax?
Yes. Overtime, night shift and other allowances are salary income, so they change each employee's monthly tax deduction at source under the Income Tax Act 2023. A roster that reconciles with attendance and payroll makes TDS calculation, tax deduction certificates and annual salary statements far simpler and easier to defend.
