Staff training in Bangladesh covers two needs: mandatory compliance training, such as occupational safety under the Bangladesh Labour Act 2006 and Labour Rules 2015 and awareness of the High Court's sexual harassment guidelines, and role-based skills training for managers, finance and HR teams. A good programme is documented, linked to job roles and reviewed whenever laws or operations change.
Staff training in Bangladesh is often treated as optional until something goes wrong: an accident on the shop floor, a harassment complaint with no committee to hear it, or a payroll officer who has never been told how salary tax deduction works. Each of these has legal and financial consequences that training could have prevented.
This page is for employers who want a structured training plan rather than one-off workshops. We focus on compliance training required or expected under Bangladesh law, and on practical training for supervisors, HR, payroll and accounts staff who handle employment, tax and VAT work every day, in Bangla or English.

Compliance training Bangladesh employers should not skip
The Bangladesh Labour Act 2006 and the Labour Rules 2015 place clear duties on employers for health, safety and welfare. Workers must be informed about hazards, safe machine use, fire safety and evacuation, and larger establishments need a functioning safety committee whose members understand their role. DIFE inspectors routinely ask for evidence of training, drills and committee meetings.
- Occupational health and safety, fire safety and evacuation drills
- Safety committee and participation committee member orientation
- Prevention of sexual harassment, based on the High Court guidelines of 2009, including complaint committee procedure
- Code of conduct, disciplinary rules and grievance procedure under your service rules
- Anti-bribery, data handling and confidentiality for staff handling client or financial information
Role-based training for HR, payroll and finance staff
People who run payroll and HR need to understand more than software. Payroll officers must know how to compute tax deduction at source on salaries under the Income Tax Act 2023, handle perquisites and allowances, deposit tax on time and prepare withholding returns. HR officers must know worker categories, leave entitlements, notice and termination benefits under the Labour Act.
Accounts teams in VAT-registered businesses benefit from training on Mushak 6.3 invoices, VAT deducted at source and the monthly Mushak 9.1 return. Errors here lead directly to penalties.
We also train in-house teams on documentation: keeping personnel files complete, calculating final settlements correctly and preparing for DIFE inspections without last-minute panic.

Supervisor and manager development
Line managers make most of the decisions that end up before the Labour Court: issuing show-cause letters, approving overtime, refusing leave, recommending termination. Short, practical sessions on these topics cost little and reduce disputes.
- Running a fair disciplinary process, from show-cause notice to inquiry
- Managing attendance, leave and overtime approvals
- Giving feedback and conducting performance reviews
- Handling grievances and harassment complaints sensitively
- Basic understanding of employee cost, payroll and budget
Training costs, bonds and tax treatment
Training expenditure incurred for the business is generally an allowable expense for corporate income tax, provided it is supported by invoices and payment through proper channels; payments to trainers may attract withholding tax and VAT. Some employers ask staff to sign training bonds. Under the Contract Act 1872, a bond must be reasonable and linked to real training cost; heavy penalties for leaving are difficult to enforce, so draft them carefully.
Where skills certification matters, programmes aligned with the National Skills Development Authority framework can add recognised value for staff.
Common training gaps we find
- No record of who attended which session
- Fire drills held but not documented
- Harassment complaint committee formed on paper only
- Payroll staff learning tax rules from last year's spreadsheet
- Induction training skipped for contract and temporary workers

Frequently asked questions
Is staff training mandatory in Bangladesh?
Certain training is effectively mandatory. The Labour Act 2006 and Labour Rules 2015 require employers to protect workers' health and safety, which includes informing and training them on hazards, fire safety and safe work. Inspectors expect documented evidence. Skills training beyond that is at the employer's discretion.
Do we need a sexual harassment complaint committee?
The High Court Division's 2009 guidelines in the BNWLA case direct employers and educational institutions to take preventive measures and form a complaint committee, headed by a woman and with a majority of women and an external member where possible. Staff should know how to complain, and committee members should be trained on fair, confidential procedure.
Can I make staff repay training costs if they resign?
A reasonable training bond tied to the actual cost of training may be enforceable, but clauses that impose heavy penalties or stop someone from working elsewhere can be challenged under the Contract Act 1872. Keep the amount proportionate, reduce it over the bond period and record the real cost of each programme.
Are training expenses tax deductible for companies?
Training expenditure incurred wholly and exclusively for the business is generally deductible, subject to documentation and the conditions in the Income Tax Act 2023. Payments to external trainers may require withholding of income tax and VAT at source, and larger payments should go through banking channels so the expense is not disallowed.
Can you train our payroll team on salary TDS?
Yes. We run practical sessions on computing tax deduction at source on salaries, treatment of allowances and perquisites, depositing tax through challan, issuing tax deduction certificates and preparing withholding tax returns. Examples use your own payroll structure, so the team leaves with a working method rather than theory.
Should contract and temporary workers be trained too?
Yes. Safety duties under the Labour Act protect everyone working in the establishment, including temporary, casual and third-party contract workers. An accident involving an untrained contract worker still exposes the principal employer to inspection findings and claims, so induction and safety sessions should cover all people on site.
