Employee Onboarding in Bangladesh: A Compliant Start

Every new joiner documented, paid correctly and productive from the first week.

Quick answer

Employee onboarding in Bangladesh is the process of bringing a new hire into the business on day one with the documents and set-up the law requires: an appointment letter and identity card under the Bangladesh Labour Act 2006, a personnel file with nominee details, payroll and tax set-up for salary TDS under the Income Tax Act 2023, fund enrolment, safety induction and role orientation.

Employee onboarding in Bangladesh is the cheapest point to get employment compliance right. Once someone has started work without an appointment letter, a nominee form or proper payroll set-up, fixing the gap later takes more effort and sometimes the cooperation of an employee who is already unhappy.

This page is for HR teams, office managers and foreign subsidiaries hiring in Bangladesh who want a reliable onboarding process. It covers the documents to collect and issue, payroll and tax set-up, induction and the first months through confirmation. For checks before the offer, see vetting and compliance; for ongoing management, see employee management.

Documents to collect from a new employee

  • National ID card or passport, and birth registration certificate where relevant
  • Recent photographs for the ID card and personnel file
  • Educational and professional certificates, originals seen and copies kept
  • Release letter or experience certificate from the previous employer
  • e-TIN certificate for employees whose income is taxable
  • Bank account details for salary payment
  • Nominee details and emergency contacts
  • Fitness certificate for adolescent workers and certain factory roles

Documents the employer must issue

Section 5 of the Bangladesh Labour Act 2006 requires every worker to receive an appointment letter and an identity card with a photograph. The appointment letter should state the worker category, probation period, wage and allowances, working hours, leave and key conditions. Employers should also open a service book or equivalent record and keep a nominee form so that dues can be paid to the right person if the worker dies in service.

For employees outside the Act's definition of worker, a detailed employment contract plays the same role and should set out notice, confidentiality and benefits clearly.

Payroll, tax and fund set-up

Before the first salary run, the new joiner should be entered in payroll with the correct salary components, bank details and tax status. Under the Income Tax Act 2023 the employer estimates annual taxable salary and deducts tax at source monthly, so joiners part-way through the year need their previous income considered where provided. Employees eligible for a provident fund or gratuity scheme should be enrolled according to the trust deed and scheme rules.

Foreign joiners need their work permit, visa and security clearance status confirmed, and their salary set up consistently with the approved terms from BIDA, BEZA, BEPZA or the NGO Affairs Bureau.

We recommend a simple joiner form signed by HR and finance confirming that payroll, tax and fund set-up are complete before the employee's first pay cut-off. It takes minutes and prevents most first-salary errors.

Induction and the first 90 days

  • Day one: welcome, workplace tour, safety and fire exit briefing
  • Week one: code of conduct, harassment policy and grievance channels
  • Role orientation, systems access and a named buddy or supervisor
  • 30, 60 and 90-day check-ins with documented feedback
  • Probation review scheduled well before the legal limit

Onboarding mistakes we see often

  • Appointment letters issued weeks after joining, or never
  • No nominee form, causing disputes over dues of a deceased worker
  • First salary paid without TDS set-up, followed by a large catch-up deduction
  • Contract and temporary staff skipping safety induction
  • Expatriates starting work while the work permit is still pending

How the process works

  1. Pre-joining packThe new hire receives the offer, a document checklist and first-day instructions.
  2. Day-one documentationDocuments are collected and verified, and the appointment letter, ID card and nominee form are completed.
  3. System set-upPayroll, tax, fund enrolment, attendance and IT access are set up before the first pay cut-off.
  4. InductionSafety, policy and role induction are delivered and attendance is recorded.
  5. Probation trackingCheck-ins are scheduled and the confirmation decision is diarised before probation ends.

Typical timeline: With a defined checklist, onboarding documentation can usually be completed within the first week of joining; designing and rolling out a new onboarding process typically takes two to three weeks.

Frequently asked questions

What documents are needed to onboard an employee in Bangladesh?

Typically a national ID or passport, photographs, educational certificates, a release letter from the previous employer, bank details, nominee details and, for taxable employees, an e-TIN. Some roles also need a fitness certificate. The employer then issues an appointment letter and identity card.

Is an appointment letter mandatory in Bangladesh?

Yes. Section 5 of the Bangladesh Labour Act 2006 states that no employer shall employ a worker without giving an appointment letter, and every worker must also receive an identity card with a photograph. Issue both at the start of employment, not later.

Why does a new employee need to give nominee details?

The Labour Act provides for nomination so that wages, benefits and fund balances due on a worker's death can be paid to the person the worker chose. Without a nominee form, employers can be caught in family disputes over who should receive the money.

When should tax deduction start for a new joiner?

From the first salary payment, if the employee's estimated annual income is taxable under the Income Tax Act 2023. For mid-year joiners, the employer should consider income from a previous employer where the employee provides details, to avoid under-deduction and a large catch-up later.

Can a foreign employee start work before the work permit is issued?

No. A foreign national should not start work until the work permit is approved by BIDA, BEZA, BEPZA or the NGO Affairs Bureau, as applicable, and the correct visa is in place. Starting early exposes both the employee and the company to penalties.

Do temporary and contract workers need onboarding too?

Yes. Every worker employed by you needs an appointment letter and identity card, and everyone working on your premises, including staff supplied by a contractor, needs safety induction. A shorter onboarding track for temporary staff keeps the process practical while still covering the legal and safety essentials.
