IRC Consulting in Bangladesh

Advice for importers whose IRC no longer fits the business: wrong category, low slab, lapsed or out of date.

Quick answer

IRC consulting in Bangladesh is advisory and filing support for an Import Registration Certificate issued by CCI&E. It covers choosing between commercial and industrial IRC, selecting or increasing the import value slab, amending name, address or ownership details, reviving lapsed renewals and aligning the IRC with the trade license, BIN, chamber membership and AD bank records so LCs can be opened without objection.

Obtaining an IRC is the easy part. The problems come later: the business grows past its import value slab, a proprietorship converts into a company, the office moves, the trade license category changes, or a few years of renewals were missed. Each of these can stop an AD bank from opening an LC. IRC consulting is about diagnosing those issues and fixing them in the right order with the Office of the Chief Controller of Imports and Exports (CCI&E).

If you are a first-time importer and simply need a new IRC, our IRC and ERC page explains the standard application. This page is for businesses that already import, or are about to, and need the certificate to match how the business actually operates. It suits traders, manufacturers and newly converted companies.

Commercial IRC or industrial IRC?

A commercial IRC is for traders who import goods to resell. An industrial IRC is for manufacturers who import raw materials, packing materials and spares for their own production, and is usually linked to industrial registration with BIDA, BSCIC, BEZA or the relevant sponsoring authority. The industrial IRC's import entitlement is typically tied to assessed production capacity rather than a general value slab.

Choosing the wrong category creates problems at the bank and customs. A manufacturer importing raw materials on a commercial IRC may lose concessions available to industrial importers, and a trader cannot use an industrial IRC to import goods for resale. Some businesses need both.

Import value slabs and when to increase them

Commercial IRCs are issued in value categories that cap how much you can import in a year. Your registration and renewal fees depend on the category. When annual imports approach the ceiling, banks will refuse LCs beyond it, so the slab should be raised before the peak season, not in the middle of it.

Slab ranges and fees are set by the Import and Export (Registration) rules and CCI&E's current schedule and are revised from time to time, so we check the current table and your import history before recommending a category.

Amendments: name, address, ownership and legal form

  • Change of business name or premises address, after updating the trade license
  • Change of proprietor, partners or directors, supported by RJSC filings where relevant
  • Conversion from proprietorship or partnership to a limited company, which usually requires a new IRC in the company's name
  • Change in business type on the trade license that affects the IRC category
  • Correction of errors in the original certificate

Lapsed or irregular IRC renewals

IRCs are renewed every fiscal year. When renewals are skipped, CCI&E can usually renew with arrears and late fees, but the business cannot import in the meantime, and if the lapse is long the office may require additional documents. We reconstruct the renewal history, calculate arrears and file a consolidated renewal so the certificate is current before your next LC.

Signs you need IRC consulting

  • Your bank declined an LC citing the IRC slab, category or expiry
  • Your trade license, BIN or IRC show different names or addresses
  • You have converted to a company or changed ownership but the IRC is unchanged
  • You started manufacturing but still import on a commercial IRC
  • You are unsure whether your chamber membership and IRC renewals are up to date

How the process works

  1. IRC health checkWe review the IRC, renewal history, trade license, BIN, chamber membership and recent LCs to identify gaps.
  2. RecommendationWe advise on category, slab, amendments or a fresh IRC, with the order of filings and estimated official fees from the current schedule.
  3. Fix supporting documentsTrade license, chamber membership, RJSC records and BIN are updated first so the IRC application is consistent.
  4. File with CCI&EWe file the amendment, slab change or renewal through the CCI&E online system and follow up on queries.
  5. Bank alignmentWe share the updated certificate with your AD bank and confirm the import limit is reflected before your next LC.

Typical timeline: Straightforward renewals or amendments are often completed within a few working days to a few weeks; cases involving ownership changes, lapsed years or a new industrial IRC can take longer, depending on documents and CCI&E's processing.

How Tax & VAT Associates helps

  • A written IRC health check covering category, slab, renewal status and document consistency
  • Slab increase, amendment and consolidated renewal filings with CCI&E
  • Coordinated updates to trade license, chamber membership and BIN before IRC filings
  • Guidance on commercial versus industrial IRC for manufacturers and traders
  • Liaison with your AD bank so LCs can proceed on the updated certificate

Frequently asked questions

How do I increase my IRC import limit?

You apply to CCI&E to upgrade the IRC to a higher value category, paying the difference in fees under the current schedule. Supporting documents usually include the existing IRC, valid trade license, chamber membership and bank documents. Plan the upgrade before you need the larger LC, because banks will not exceed the current ceiling.

Can I change the name on my IRC?

Yes, through an amendment application to CCI&E, but only after the trade license and other base records show the new name. If the change reflects a new legal entity, for example a proprietorship becoming a limited company, a new IRC in the company's name is generally required rather than an amendment.

What happens if my IRC renewal lapsed?

You cannot open LCs or clear goods as an importer while the IRC is not renewed. CCI&E generally allows renewal with arrears and late fees for the missed years. We calculate what is due, prepare the documents and file a consolidated renewal.

Do manufacturers need an industrial IRC?

Manufacturers importing raw materials and inputs for their own production generally use an industrial IRC, supported by industrial registration with BIDA, BSCIC or a zone authority. If they also import finished goods for resale, a commercial IRC may be needed as well.

Is IRC renewal online?

CCI&E has moved registration and renewal onto its online licensing system, with payment through designated channels. Some cases still need supporting documents or clarification. We handle the online filing and any follow-up requested by the office. Payment receipts and the renewed certificate should be shared with your AD bank.
